Tammy Franks is the Child Passenger Safety Coordinator for The Children's Hospital at Legacy Emanuel. She coordinates the child passenger safety education and outreach activities for all 5 Legacy Health Medical Centers. Tammy is a certified Child Passenger Safety Technician Instructor as well as an instructor of “Safe Travel for All Children,” a course focusing on special needs transportation. She has over 10 years experience in the injury prevention field.

Stephen has served as a Board member with ACTS Oregon since October of 2002 and currently serves as the vice president of the Board. Stephen retired from the Oregon Liquor Control Commission in 1999. He served twenty-eight years and an inspector/investigator with the agency. In addition, Stephen served as a Reserve Deputy with the Marion County Sheriff's Office from 1975 to 2002. In the last few years of service he worked with the traffic team. He was an instructor on Standardized Field Sobriety Testing and was active in arresting numerous impaired drivers during his time of service. Stephen founded the Impaired Driving Task Force in Douglas County and served as its Chair. In addition he was a member of the Douglas County Safe Communities Coalition and is the past Chair of that organization. Stephen has been a Child Passenger Safety Seat Technician.

Lucie Drum is the Community Education/Injury Prevention Specialist with American Medical Response (AMR) Northwest. Lucie Drum is responsible for the coordination of community education and injury programs at AMR. Under her direction, AMR offers an extensive array of health safety education and injury prevention programs for all age groups. Ms. Drum is a spokesperson and information resource to the public and to the media on timely health and safety topics. She is a certified Child Passenger Safety Instructor. She has over 26 years of experience in emergency medical services and injury prevention.

Daniel Marcisz, Treasurer

Dan recently retired from Medford Fire Rescue after a 33 year career. During his time with Medford Fire he created their Child Passenger Safety program. That program now is as strong as ever. He became a tech in 1997 and an instructor several years later.
In his semi retired life he currently coordinates the car seat program for the Jackson County Sheriff's Office. This coalition of agencies from the Southern Oregon area was formed in 1997. On June 30th of 2008, their program for low income families celebrated the distribution of their 5000th seat. Still retaining a passion to protect all children during transportation he expects to be involved for years to come.
He has been on the Board since October 2002 and is currently the Treasurer. He is a lifetime member of ACTS. He believes in their mission.
He is married with eight grandchildren. Hunting, Fishing and riding in the High Desert are his hobbies.

Ralph Browning

Ralph Browning has been involved in all facets of Traffic Engineering at the local level for 22 years. He has been involved in data collection and processing to determine need and then design of all traffic signals, signing and striping for the City. One of his responsibilities has been to act as the lead staff representative to the Medford Traffic Coordinating Committee.

Larry Christianson

Larry Christianson is the owner of Deja Program Development, a safety research, training
and program development firm located in McMinnville, OR. Larry retired from the Oregon Department of Transportation (ODOT) after 27 years of service. He is currently a Defensive
Driving Teacher for rural transit drivers and an instructor for the Technology Transfer (T2)
Center of ODOT, teaching various road maintenance courses to public works staff around the state. He is also contracting with ODOT’s Local Government Section to develop a training program for local agencies on topics related to federal aid road project delivery. Mr. Christianson served ODOT for thirteen years in construction project surveying, office management, and for fourteen years developing statewide traffic safety programs such as the safety corridor, Give ‘Em A Brake and work zone enforcement programs. He also has experience in grant management of minor engineering projects.

Lynne Mutrie

Lynne Mutrie is ACTS Oregon’s newest board member and owner of Mutrie Consulting. Lynne’s passion lies with creating communities where walking and bicycling are encouraged, convenient and safe. Lynne was the ACTS Oregon Community Traffic Safety Program’s manager from 2002- 2007. In her most recent positions with the Bicycle Transportation Alliance (BTA), first managing Portland’s Safe Routes to School program, then managing the BTA’s Oregon youth programs, she was able to continue promoting healthy, active communities through education and design of communities where walking and bicycling take center stage.

John Naccarato has been Supervisor for the Clackamas County Sheriff's Office Traffic Unit for 5 years, is a Crash Re-constructionist, a Police Academy Instructor on Crash Investigations and the Multi-Agency Carrier Enforcement coordinator. John is a staff member on the Clackamas County Traffic Safety Commission.

Jan Robertson

Jan has been responsible for several departments and AAA Service Centers during her 33 years with AAA. She is currently the Regional Manager for the Portland and Bend Service Centers. She has also a member of the Sales and Marketing Executives Board. Jan has been a child safety seat technician since 2002 and assists with child safety seat check up events in the metro area.

Michael Stupfel

Mike began his career with Oregon State Police in 1984 and was promoted to Sergeant in 1991. He worked in Coos Bay until transferring to General Headquarters in June 2005 where he is assigned to the Patrol Services Division. Sergeant Stupfel manages the Collision Reconstruction Unit, the Aggressive Driving Enforcement Program (ADEP) and several overtime grant enforcement projects. He serves as a member of the Oregon State Speed Review Panel, the ACTS Oregon Board and the Governors Law Enforcement Policy Advisory Committee. Sergeant Stupfel is an ACTAR accredited Collision Reconstructionist. He is veteran of the US Air Force.
